Prepare your favorite cookie recipe or use roll-out cookie dough. Roll out dough and cut octopus, whale, shark cookies. Using pattern and knife, cut out 2 propellers and 2 periscopes. Bake at 350°F for 9-11 minutes or until edges are light brown. Cool on pan on wire rack 2 minutes. Remove from pan and cool completely.
Tint Color Flow icing orange, yellow, violet, gray, black, light blue; reserve some white. Outline sea creature cookies with tip 2 and full-strength color flow; flow in with thinned color flow. Immediately pipe tip 8 yellow spots on octopus. Let dry 24 hours. Pipe tip 8 blue puddles onto parchment paper. Use full-strength color flow to pipe tip 2 dot eyes and pupils, outline mouths and shark fin and pull-out teeth on sea creatures; let dry.
Melt Candy Melts following package instructions. Pipe color details in molds using melted candy in parchment bag with small hole cut in tip. Refrigerate until firm. Fill remainder of mold with melted candy; do not insert lollipop sticks. Refrigerate until firm; unmold.
Bake your favorite 2-layer cake recipe or mix in First-and-Ten Football pan. Cool cake in pan on wire rack for 10 minutes. Remove from pan and cool completely. Wrap cake board with Fanci-foil. Place cooled cake on prepared cake board; stack propeller and periscope cookies by cake, attaching with buttercream icing.
Cover periscope with tip 18 gray and green stars; cover propeller with tip 18 violet buttercream stars. Pipe tip 5 black buttercream submarine section outlines. Outline windows with gray tip 12; fill in with black buttercream. Cover cake with tip 18 gray stars, with a tip 18 fill-in star green stripe at front. Add tip 5 dot black rivets. Pipe tip 5 lines and large dots on periscope (smooth with finger dipped in cornstarch). Pipe tip 12 light copper ball heads; flatten and smooth. Add tip #233 pull-out hair and tip 3 facial features. Arrange remaining cookies, candies and bubbles around cake.
