Bake your favorite 2-layer cake recipe or mix in star pan following instructions (stacked cake needs to be at least 3-1/2 in. tall). Cool cake in pan on cooling grid 10 minutes. Remove from pan and cool completely. Prepare cake board with Fanci-Foil. Stack cake on prepared board. Spatula ice with ivory buttercream icing; add tip 6 ivory bead bottom border.
Using Rotary or Slide-N-Cut Cutter, cut 6 in. x 4 in. rectangle from light yellow edible paper. Cut 5 in. x 3 in. rectangle from bright yellow edible paper; attach to larger rectangle with edible adhesive. Attach edible paper letters to rectangle, spelling out message. Position on top center of cake. Using punch and smallest Layered Stars cutting insert, cut stars from bright yellow edible paper. Attach around rectangle with edible adhesive.
Using punch and large Layered Circles cutting insert, cut 15 circles from bright yellow edible paper. Using Layered Star cutting insert cut five stars each from bright blue, red and green edible paper; attach to circles. Attach around sides of cake.
