Roll out cookie dough; cut cookie using puppy cutter. Bake and cool. Using royal icing decorate cookie. Outline cookie with tip 3; fill in with thinned royal icing. Add black tip 3 dot eye, nose, mouth and ears and other spots, and blue collar. Let dry. Attach cookie stick with royal icing. Let dry.
Bake 2 layer Peanut Cake in 9-inch round baking pans. Cool completely. Place bottom layer on foil-wrapped cake circle. With tip #12 and Peanut Butter Buttercream Icing, create an icing dam around the edge of the top of the layer. Fill center with thin layer of jelly or jam; top with second cake layer. Spatula ice cake with additional icing.
Using brown tinted peanut butter buttercream icing, pipe tip 8 and tip 3 dot paws on cake sides; pat down with finger dipped in cornstarch. Add green tip 233 grass bottom border and tufts of green "grass" on cake top. Arrange candles and candy "rocks" on grass tufts. Insert puppy cookie into cake.
