Bake your favorite 2-layer cake recipe or mix in round pan following recipe instructions. Cool in pan on cooling grid 15 minutes; remove from pan and cool completely. Stack layers on cake base. Prepare cake for fondant by lightly icing with buttercream icing.
Tint fondant yellow; roll out 1/8 in. thick. Cover cake with fondant.
Divide cake into 8 sections; attach candy sticks at these sections with tip 2 dots of icing. Roll 1 in. balls of fondant; attach for cake border. Attach confetti sprinkles. Insert lollipops into top of cake.
