Use full-strength Color Flow icing tinted green to pipe tip 6 puddle dots about 3/4 in. wide onto waxed paper-covered cake board. Let dry at least 48 hours.
Prepare rollout cookie recipe. Roll out dough 1/8 in. thick and cut flower cookies. Bake following recipe instructions. Cool on cookie sheet on cooling grid 2 minutes; remove from cookie sheet and cool completely.
Tint Color Flow icing 2 shades (1 dark, 1 light) each blue, rose and yellow. Outline petals using tip 3 and full-strength icing in dark shade. Flow in with thinned icing, alternating dark and light shades of icing on petals. Immediately position matching Sugar Pearls in dark icing. For lighter petals, immediately overpipe with tip 3 and thinned dark icing. Let dry.
Attach sticks to back of cookies using melted candy or full-strength icing; let set. Brush cookies with white Pearl Dust.
