Tape wing and propeller patterns on cake board; cover with waxed paper. Melt Candy Melts following package instructions in disposable decorating or parchment bags. Snip off end of bag; outline and fill in patterns with melted candy. Sprinkle with same colored sugars. Refrigerate until firm. Carefully remove candy from waxed paper. Turn wings over and pipe underside with additional melted candy; sprinkle with colored sugars. Assemble propeller parts using melted candy. Refrigerate until firm.
Fill ice cream cone with crisp rice cereal treat mixture. Cover cone opening with tip #32 buttercream icing swirl. Attach orange slice candy “tail” to cone by pressing it onto the cone point. Attach top and bottom wings with melted candy; attach propeller to icing swirl.
