When measuring the cake batter for the pans, is it best to use a glass measuring cups used for liquids or metal or plastic used for measuring dry ingredients?

Either is appropriate, but most people find that in this circumstance a liquid measuring cup will be easier to use. A one cup liquid measuring cup and a one cup dry measuring cup will both measure one cup. Dry measuring cups are designed to scoop and level off the dry ingredients, which can’t be done with a liquid measuring cup. Liquid measuring cups are designed so you don’t have to fill it to the brim, thereby reducing spills. Additionally, there’s a nifty pour spout leaving less room for spills.
