I live in Sri Lanka and I'm unable to find Crisco or any sort of vegetable shortening. What can I use instead? Will butter or margarine work?

Yes, when making buttercream you can use all butter rather than half butter and half shortening. Just know that the extra butter will give your buttercream a light yellow hue. If you'd like a bright white icing, add a small amout of Wilton White White Icing Color.
